The King County Housing Authority is seeking a Property Manager to oversee the Riverton Terrace portfolio in Tukwila, Washington, consisting of five properties. The Property Manager performs complex administrative, operational, and supervisory duties to ensure efficient, compliant, cost-effective property operations while providing high-quality housing and services to residents.
ESSENTIAL FUNCTIONS
Respond to prospective and current resident inquiries, explain housing options, address complaints and concerns, and facilitate resident meetings.
Process applications, move-ins, move-outs, lease signings, unit inspections, and related documentation. Screen applicants through credit, rental history, and criminal background checks and coordinate with the Central Application Center.
Conduct annual and interim recertifications to maintain program and regulatory compliance.
Manage leases, tenancy records, rent collections, notices, vacancies, unit upgrades, resident correspondence, and property records.
Perform tenant accounting, process check requests, code invoices and expenditures, manage security deposit refunds, adjust tenant accounts, process rent changes, negotiate payment agreements, and issue late-rent notices when required.
Recruit, supervise, train, coach, counsel, schedule, and evaluate staff. Recommend personnel actions including promotions, transfers, discipline, suspensions, terminations, and demotions.
Develop annual operating budgets, monitor financial performance, track expenditures, review payment requests and purchase orders, prepare variance reports, and make budget adjustments as needed.
Coordinate building, property, and unit inspections; schedule system testing and maintenance; identify safety hazards; procure goods and services; manage routine maintenance contracts; and coordinate special projects.
Recommend and support capital improvement projects in collaboration with other departments and project representatives.
Prepare property management reports, maintain accurate records, attend departmental meetings and professional training, and stay current on housing regulations, policies, and legal requirements.
Travel between assigned property sites and perform other duties as assigned.
REQUIRED QUALIFICATIONS
Associate’s or technical degree and 3–5 years of experience in property management, asset management, or affordable housing programs; or an equivalent combination of education and experience providing the required knowledge and skills.
KNOWLEDGE, SKILLS AND ABILITIES
Strong leadership and staff supervision skills, including coaching, mentoring, training, and performance management.
Ability to work independently and collaboratively while building effective relationships with residents, staff, vendors, and partner organizations.
Excellent recordkeeping, reporting, organizational, and attention-to-detail skills.
Ability to adapt to changing priorities, business needs, regulations, and responsibilities.
Strong analytical, critical-thinking, problem-solving, and decision-making skills.
Ability to prioritize multiple assignments, manage interruptions, and complete work accurately and on time.
Excellent written and verbal communication and interpersonal skills.
Proficiency with Microsoft Office applications, including Word, Excel, and Outlook, as well as Internet-based systems.
