Position Summary
The Assistant Property Manager supports the Property Manager with the daily operations of affordable housing communities. Responsibilities may include leasing, resident relations, compliance, rent collection, office administration, maintenance coordination, vendor management, inspections, and general site operations. The role may focus on compliance, recertifications, leasing, or other operational needs based on the property.
Key Responsibilities
Support site leadership when the Property Manager is unavailable and assist with onboarding, training, cross-training, and staff development. Promote a positive, collaborative, and efficient work environment.
Provide professional and responsive service to residents, address inquiries and complaints, assist with resident orientations, services, programs, and events, and maintain positive relationships with Resident Council representatives and Social Services personnel when applicable.
Support compliance with federal, state, and local housing regulations, including Fair Housing, ADA, and FCRA requirements. Assist with certifications, recertifications, interim processes, HUD and LIHTC documentation, file audits, MORs, and physical inspections. Maintain familiarity with the HUD 4350.3 Handbook and remain current on regulatory requirements through training.
Assist with leasing and marketing activities, including showing units, prospect outreach, waiting list management, market surveys, and implementation of approved Resident Selection and Affirmative Fair Housing Marketing Plans.
Collect and accurately record rent, fees, and security deposits. Assist with notices, accounts payable, accounts receivable, subsidy receivables, tenant ledgers, and required corporate documentation.
Manage office reception, phones, inquiries, records, certifications, leases, vendor documentation, and correspondence. Support vendor coordination, supply procurement, maintenance scheduling, work orders, and unit turnovers using OneSite or equivalent property management software.
Conduct property and unit inspections as assigned and monitor buildings, common areas, and grounds. Report maintenance, safety, resident incidents, and work-related injuries promptly. Assist with emergency response, on-call duties, and required safety inspections.
Qualifications
High school diploma or GED required, with 1–3 years of experience in affordable housing, leasing, property management, or site operations preferred. Knowledge of HUD, LIHTC, or other affordable housing programs is preferred. Must demonstrate good moral character.
An Illinois Real Estate License is required, or the employee must obtain an Illinois Residential Leasing License within 120 days of hire. A valid driver’s license, current auto insurance, and reliable personal vehicle are required. COS, Tax Credit Certification, ARM, or CAM credentials are preferred.
The successful candidate should be proficient in Microsoft Office and OneSite or similar software, possess strong communication, organizational, math, customer service, and problem-solving skills, and be able to reconcile accounts and work professionally with residents, vendors, owners, and regulatory personnel. Must be adaptable, collaborative, service-focused, and available to work evenings, weekends, emergencies, or on-call assignments as needed.
Physical Requirements and Working Conditions
The position requires standing, walking, and sitting for extended periods, with occasional climbing, balancing, stooping, kneeling, and lifting up to 25 pounds. The employee must be able to access and inspect apartments, buildings, common areas, grounds, and mechanical spaces. Work may involve exposure to outdoor conditions, moderate noise, fumes, or cleaning chemicals.
