Role overview

Summary

The Land Analyst is responsible for managing proposed encroachments, coordinating with mapping personnel, and assisting with land files. This role involves extensive interaction with landowners, developers, and various agencies, maintaining encroachment and lease payment databases, and preparing related documentation.

The Land Analyst is responsible for the various tasks associated with proposed encroachment. Other responsibilities include, but are not limited to:

  • Ability to read and understand engineering drawings and alignment sheets, and to verify property locations via alignment drawings, property descriptions, or other means.

  • Coordinates with mapping/drafting personnel to locate all encroachments on Company alignment sheets.

  • Assists in retrieving Land files related to encroachments, as requested by field personnel or land management.

  • Ability to scan, print, copy, etc., both standard and large-format drawings.

  • Records executed documents and prepares encroachment information for inclusion in Land Records File room and Land electronic records.

  • Receives and analyzes all inquiries and requests (written or verbal) concerning third party encroachments on Company assets and facilities.

  • Will have extensive interaction and contact with landowners, developers, municipalities, engineering companies, state highway departments, and others entities regarding the encroachment requests and inquiries.

  • Maintains encroachment database and all information therein, including encroachment tracking information.

  • Forwards information concerning encroachments (easement rights, terms and conditions, etc.) and maps to Encroachment Engineer for review and comment, when needed.

  • Interacts with Encroachment Engineer to ascertain the Company response and course of action to take in relation to the encroachment request, when needed.

  • Prepares Letters of No Objection Encroachment Agreements and/or other correspondence and documentation associated with third party encroachment for all areas of Operations, with supervision by Senior Land Analyst or Supervisor.

  • Performs various tasks associated with the payment of leases pertaining to land and real property, including requesting of checks, interfacing with Accounting, mailing of lease payments.

  • Updates payment information in Lease hardcopy files and the Land database.

  • Updates and maintains hardcopy files and electronic files with all payment information related to leases pertaining to land and real property.

  • Processes and maintains of ROW Check Register System.

  • Processes check book distribution requests and collects ROW support documentation.

  • Prepares Check Requests and Wire Transfers for Land Managers and Representatives.

  • Prepares Daily Exception reports from Company Banks.

  • Interfaces with Field Contract Agents writing Company Field Checks.

  • Interfaces with Land Managers, Accounting and Treasury regarding invoice payments and Company Field Check payments, Tax Identification issues and 1099 issues.

  • Other duties as assigned.

Qualifications

  • An Associate’s degree or a minimum of 1-2 years of experience in the Land and Right of Way profession; and/or equivalent experience in dealing with real estate issues, landowners, engineers, developers, and/or local, state and federal agencies is required.

  • Must have strong communication and organization skills.

  • Ability to work effectively in a fast paced work environment; be flexible and able to adapt to changes in work activities.

  • Process work rapidly, set priorities, work under pressure and follow through with assigned tasks.

  • Knowledgeable of Microsoft Office products: Word, Excel, Outlook, Access, as well as ability to learn new software applications quickly (ArcGIS, drawing viewers, online mapping services, Adobe Professional, etc.).

  • Experience in databases such as Access, Oracle, EMPAC is preferred.

  • Must be detail oriented to ensure consistent data and record-keeping and to maintain consistent quality in legal documents and letters.

  • Must have excellent communication skills, both verbal and in writing, math aptitude, organizational skills and the ability to interface and deal effectively with all levels of personnel and people and maintain effective work relations.

  • Flexibility and the ability to handle pressure, meet critical deadlines and to multi-task is required.
