Position Summary
The Shenandoah Valley Soil & Water Conservation District (SVSWCD) is seeking a full-time Administrative & Program Support Specialist to support conservation programs serving Rockingham and Page Counties and the City of Harrisonburg, Virginia. Reporting to the District Manager and Board of Directors, this position performs administrative, financial, outreach, and program support duties that help implement water quality, soil health, conservation, education, and grant-funded initiatives.
The position requires regular interaction with farmers, landowners, government agencies, Board members, and the public. Standard hours are Monday–Friday, 8:00 a.m.–4:30 p.m., with occasional evenings, weekends, and overnight travel for meetings and training.
Primary Responsibilities
Administrative Support
Provide administrative and clerical support to District staff.
Prepare Board and committee meeting agendas, materials, and minutes.
Maintain District records, files, correspondence, and archives.
Manage reception duties and provide excellent customer service.
Assist with reports, publications, strategic planning documents, and annual work plans.
Support grant applications and grant administration.
Maintain the District website and social media platforms.
Prepare outreach materials, newsletters, media releases, and promotional content.
Order office supplies, coordinate vehicle maintenance, and prepare activity reports.
Support outreach programs including Rain Barrel, Geotextile, and Soil Probe Sales programs.
Perform other administrative and outreach duties as assigned.
Financial Support
Maintain financial records using QuickBooks in accordance with District policies.
Process invoices, payments, deposits, and banking transactions.
Reconcile bank accounts and prepare monthly financial reports.
Assist with audits, funding requests, grant financial reporting, and budget tracking.
Prepare monthly sales tax reports.
Manage payment processing systems and financial documentation.
Program & Organizational Support
Attend Board meetings, staff meetings, trainings, workshops, and partner meetings.
Assist with quarterly reports, data management, grant administration, and special projects.
Support educational programs, volunteer and intern activities, and community outreach.
Collaborate with partner agencies including NRCS, FSA, DEQ, DCR, VDACS, VCE, and others.
Maintain accurate project files and ensure compliance with District policies and grant requirements.
Represent the District at conservation-related meetings and events as assigned.
Required Qualifications
High school diploma or equivalent.
Experience in office administration or administrative support.
Proficiency with Microsoft Office (Word, Excel, PowerPoint) and Google Workspace (Gmail, Drive, Calendar).
Strong written and verbal communication skills.
Excellent organization, multitasking, and time-management abilities.
Strong customer service and interpersonal skills.
Ability to work independently and collaboratively.
Ability to interpret policies and coordinate with multiple agencies and stakeholders.
Valid driver's license.
Successful background check.
Preferred Qualifications
Associate's or Bachelor's degree in business, administration, communications, marketing, education, or a related field.
Knowledge of accounting principles and proficiency with QuickBooks.
Experience managing websites, social media, publications, newsletters, or outreach materials.
Public speaking and presentation experience.
Knowledge of conservation, agriculture, Chesapeake Bay water quality, soil and water conservation practices, and environmental issues.
Physical Requirements
This position combines office and occasional field work. Duties include sitting, standing, walking on uneven terrain, lifting up to 30 pounds, operating standard office and field equipment, and working outdoors in varying weather conditions. The position requires strong communication, analytical, organizational, and problem-solving skills, along with the ability to read, interpret, and prepare technical documents and reports.
