Job Description
Supervise staff and provide maintenance oversight for all Transportation Operations Center (TOC) operating systems. Serve as Facilities Maintenance Manager for the TOC Facility buildings and grounds, ensuring appropriate maintenance and repair activities are performed or contracted for performance. Coordinate emergency operations to include inclement weather and disaster response. Supervise staff conducting complex analysis and providing support to assigned operational program area.
How you will contribute:
Direct TOC IT Staff: Establish TOC IT project priorities and budget and manage IT network design, software development and central computer system developmental processes. Evaluate new and existing computer software and hardware for optimum configuration and to enhance or upgrade the performance of transportation information systems.
Facility Management: Facilities Maintenance Manager for TOC Facility Buildings and Grounds -Ensure appropriate maintenance and repair activities are performed or contracted for performance. On a TOC-wide (backup) basis, plan, develop and monitor the automated inventory program.
Maintenance Performance Standards: Set maintenance performance standards and targets on all aspects of traffic management systems. Strategically plan and establish appropriate inventory levels of all TOC systems and components. Coordinate systems maintenance strategies with those established statewide. Develop and implement management software tools and personnel activities to forecast, monitor and report TOC Facility financial expenditures. Develop and monitor annual maintenance and equipment budgets for the TOC.
Maintenance Programs: Plan, develop and direct the maintenance and preventive maintenance programs and activities of the TOC and associated Traffic Management System. Perform complex troubleshooting of computer networks (WAN, LAN), computer operating systems (unit, NT, Open VMS), computer control equipment, data communication networks, highly sophisticated electronic equipment, software and fiber optics.
System Documentation: Develop and review plans, specifications, special provisions, cost estimates and system documentation for TOC electrical and electronic systems. Review and plan network configurations, including telecommunications hardware, software and finnware. Review and research technical literature of sophisticated electronic and micro-processor-based equipment.

Minimum Qualifications:

Knowledge of supervisory and human resources practices and principles including, hiring, discipline, performance management, and employee development.
Knowledge of systems engineering processes and system analysis.
Skill in the use of computers and software applications.
Additional Considerations:
Knowledge of basic facilities maintenance and inventory practices.
A combination of training, experience, or education in Electrical Engineering, Systems Engineering, Computer Science, Information Technology, or related field desired.
Experience developing effective work teams.
Experience supervising administrative and professional staff and managing performance.
Progressively responsible experience in the management or supervision of electronic and information technology systems.
